The BEA is a means of limiting the
liability for clean-up of existing contamination for future property
owners who do not contribute to, or worsen, contamination of a site. The
process consists of establishing the conditions at a contaminated site
by completing a BEA prior to ownership/occupancy, and thereby obtaining
certain exemption to the liability for clean-up. The scope of work
